
Here's what came from Mayor Sheila Dixon's office, an excerpt from the "One Plus One Collection Initiative":

“We are in a time where we must be innovative with the use of resources,” said Mayor Dixon. “One Plus One is an example of how we can be more effective and efficient in how we deliver services to the people of Baltimore.”
The new legislation amends the City Code to allow DPW to implement the “One Plus One” initiative beginning July 14, 2009. DPW will start collecting trash once per week and recycling once per week in communities throughout the city. Also included in the new legislation is a reduction of the volume limits for household trash. The limit will be dropped from 160 gallons of waste per address per week to 96 gallons per week. DPW will collect an unlimited amount of recycling. Yard waste collection will be unlimited.

Let's repeat that last line: Yard waste collection will be unlimited.
So, what happened on Thursday, November 19, 2009?
ALL yard waste was left on the street, in front of residences.
